When a contract is working, renewing it shouldn’t be complicated.

Easterseals began providing maintenance services at the Lodi Grape Festival & Event Center in June 2025. After a successful first year, the contract was renewed in June 2026, and the entire process (updating the scope of work, revising pricing, and getting signatures) took just 12 business days.

Built to adapt

The renewal also let the Fairgrounds tailor the contract to its operational needs. Additional on-call workdays were added, giving the team more flexibility during events, busy seasons, and periods of high demand.

This is one of State Use’s key advantages: an established partnership can be renewed, adjusted, and expanded efficiently, so agencies can focus on getting the services they need without a lengthy procurement process.

Impact that continues

The Lodi contract provides meaningful employment for three individuals earning a living wage, while delivering dependable landscaping, janitorial, event recovery, litter pick-up, and weed abatement services.

The Lodi Grape Festival partnership shows how State Use delivers both: procurement efficiency for the agency and meaningful employment for Californians with disabilities.

A SIMPLER PATH TO PROCUREMENT

What is State Use?

State Use is a procurement method that allows California agencies to contract directly with qualified nonprofit Community Rehabilitation Programs, without the traditional competitive bid process, while fully meeting procurement requirements.
