Caltrans and Lincoln Training Center: Creating Opportunity While Cleaning Up California

Updated: 1 day ago

This quarter, we joined Caltrans at Lincoln Training Center’s (LTC) headquarters in South El Monte to see firsthand a partnership that’s creating meaningful jobs while keeping California’s streets and highways clean.
Across the state, LTC and five other CRPs (New Horizons, Solano Diversified Services (SDS), Social Vocational Services (SVS), Easterseals, and Fontana Resources at Work (FRW)) operate 19 Caltrans litter crews. These organizations employ individuals with disabilities from their local communities, offering living-wage work and the chance to build skills, earn income, and take pride in work that makes a visible difference.

We also want to recognize LTC, New Horizons, SDS, SVS, Easterseals, and FRW for the work they do every day. Their impact reaches far beyond cleaner highways: it means jobs, living wages, purpose, independence, and greater inclusion in communities throughout California.

During the visit, we saw one of the crews in action and talked about the program, its successes, and the people whose lives it touches.

A SIMPLER PATH TO PROCUREMENT
What is State Use?
State Use is a procurement method that allows California agencies to contract directly with qualified nonprofit Community Rehabilitation Programs, without the traditional competitive bid process, while fully meeting procurement requirements.
